Basel 2 Implementation Manager
ROLE PURPOSE
The jobholder has to manage all aspects of BASEL reporting under various regulatory regimes, primarily UK FSA and JFSC. The objective is to progressively utilise the GLEAM system for all HBME sites Basel 2 reporting. The job holder will be part of the implementation process and should have oversight for all credit data output for HBME.
KEY RESPONSIBILITIES
Progressively use GLEAM as a tool for FSA reporting
• Manage the AGREE system including maintaining defaults and dealing with affiliated AGREE differences and Aggregation errors.
• Maintain ESR tables (mapping Group local GHO class, local products etc. to Group Business Customer Types/products).
• Ensure completeness of data input into GLEAM and compare these with the Regulatory extracts.
• Identify data inaccuracies in Regulatory extracts and ensure successful implementation of all fixes required by raising these with Group/local IT.
• Constant proactive monitoring of issues raised with Group and with local IT including updation of Veredata/QC.
• Monitor the resolution of data quality issues arising from differences between estimates computed manually and the adjustments processed on COBRA (Consolidation of Basel 2 Risk Weighted Assets - a system used for FSA reporting).
• Transision towards shifting to the Basel 2 Internal rating based Foundation approach for Corporate exposures and to the Internal Rating Based Advanced Approach for Retail exposures.
Provide accurate information to Senior Management forums such as ALCO/MANCOM.
• Complete monthly Basel 2 calculations under the FSA and JFSC approach (including reconciling these).
• Complete a reconciliation of these.
• Ensure that the line of business variances (v/s previous month or budgets where applicable) are understood.
• Ensure that these are used for regulatory reporting (JFSC and FSA - monthly and quarterly) and that these are subject to appropriate control and review.
Dealing with routine reporting requirements including business queries
• Ensure that queries received from various stakeholders are effectively resolved.
MAJOR CHALLENGES
• As outputs from GLEAM are based on complex regulations it is essential that the jobholder is able to understand these, steadily acquire Basel 2 knowledge and translate this knowledge into understanding the system configuration and outputs.
• The position requires knowledge of various HBME systems (Visebility, VerEdata, QC, GCDU, COGNOS, COBRA, AGREE, ESR, HUB etc.).
• Ability to understand Business requirements and good product knowledge across all Business streams is required.
• A significant amount of work revolves around resolving issues which is tedious as the system is configured and serviced out of GHQ.
• The jobholder is required to deal with various individuals across HBME and in particular at Group level. This requires a significant amount of proactive follow-up for various GLEAM initiatives.
